TOWN MANAGEMENT MODEL

 The municipality has introduced the Town Management System in February 2007. This was discussed and agreed upon at a strategic planning workshop held on 19-20 September 2006. Town Managers have been appointed for Caledon/Botrivier/Tesselaarsdal (Mr. Jan Barnard), Grabouw (Mr. Anton Liebenberg), Villiersdorp (Mr. Edwin Marthinus), Riviersonderend (Ms. Veronica Paulse) and Greyton/Genadendal (Mr. Denver Damon). The primary purpose of the town management system is to improve service delivery, improved customer relations and more effective and efficient supervision. Matters of service delivery and queries can now be conveniently reported and resolved at the local offices without being delayed as a result of being referred to Caledon (Head Office).  The Head Office will be responsible for policies and procedures, provide strategic direction and deal with corporate governance issues. The Town Managers will act as implementation agents. It is also envisaged that inter-action with Ward Committees would also be enhanced. A detailed explanation in all three languages will soon be distributed in the form of a brochure.

 TOURISM

 We have paid R50,000 each to the Tourism Bureaus of Caledon, Elgin and Villiersdorp as an endeavour to promote and support tourism in Theewaterskloof municipal area. This forms part of our Local Economic Development (LED) initiative. Riviersonderend is at an advanced stage of establishing their Tourism Bureau.

 HOP HUISE / RDP HOUSES

 Dit het onder ons aandag gekom dat daar 'n aantal mense in die gemeenskap is wat mense se HOP Huise koop. Mense word gevra om hierdie praktyk onmiddelik te stop want dit is 'n praktyk wat teen die grein van ons demokrasie werk. Die regering, in samewerking met die plaaslike munisipaliteit werk hard om te verseker dat plaaslike inwoners wat in die lae inkomste kategorie val, huise bekom. Mense aan wie huise toegeken word, moet onder geen omstandighede afstand doen van hul huise. Ons is bereid om u te help, adviseer en u belange te beskerm. Ons maak 'n beroep dat u ons Behuisings afdeling moet kontak as u onseker is oor enigiets en geintimideerd voel. Dit is onaanvaarbaar dat mense uitgebuit word om hul huise te verkoop en dan te huur vanaf die kopers.

  IS U REKENING AGTERSTALLIG?

 Agterstallige rekeninge moet asseblief betaal word want ons moet betaal vir uitgawes. Ons wil sodoende ook verseker dat ons effektiewe en volhoubare dienste kan verskaf. As u 'n probleem het met u rekening, kan u by enige kantoor 'n "Query Form" invul en aandui wat die monetêre waarde van die geskil is. Die res van die rekening moet betaal word terwyl die probleem aandag geniet. Daar gaan baie streng optree word teenoor diegene wat kan bekostig om hul rekeninge te betaal en nie betaal nie. Volgens wet moet alle gelde ingevorder word. Daar sal slegs onderskeid getref word ten opsigte van deernis huishoudings.

INVORDERINGS DEUR PROKUREURS

 Geliewe kennis te neem dat die Munisipaliteit vanaf 1 Oktober 2007 alle invorderings in-huis sal hanteer en moet  u voortaan slegs by die Munisipale kantore u rekening betaal. Daar was op die stap besluit om die finansiële las op u as verbruiker te verlig.  Indien u rekening aan Guthrie en Theron of Claughton & Wehmeyer oorhandig was moet u, u plaaslike Munisipale kantoor besoek om die nodige rëelings te tref vir die afbetaling van u rekening.

 Hierdie nuwe rëeling sal u help om u rekening vinniger, met minder las af te betaal. Neem kennis dat sou u nie sodanige rëeling kan nakom nie, moet u asseblief die kantoor kontak. As u nie u rëeling nakom nie, sal die nodige regstappe geneem word. 

 Ons vertrou op u samewerking sodat ons ‘n volhoubare diens, soos begroot, aan u kan lewer.

 COLLECTION BY ATTORNEYS

 Please be informed that as from 1 October 2007 all debt collections will be conducted in-house by the Municipality and all payments must be made at the Municipal Office.  It was decided on this method to ease the financial burden on the consumer.  If your account was handed over for collection to Guthrie & Theron or Claughton & Wehmeyer and no arrangements have been made for settlement of the arrear amount you are requested to contact the local Municipal Office to make the necessary arrangements.

 This new arrangement will help you to settle your account quicker and with less burdens.  Please note that you must contact the municipal office if you cannot keep to the arrangement. If you don’t honour your arrangement the necessary legal steps will be taken.

 We trust on your co-operation in order to deliver a sustainable service to the community as budgeted.

GREYTON & GENADENDAL

 Genadendal Transformasie:

 In terme van Wet 94 van 1998 moes ‘n proses van stapel gestuur word volgens die trustgrond in Genadendal na ‘n entiteit oorgeplaas word in belang van die gemeenskap van Genadendal. Die Munisipale Raad van TWK het ‘n konsultant aangestel om die Transformasie proses namens die Raad te fasiliteer en te finaliseer.

 Die Transformasie Komitee van Genadendal was ongelukkig met die wyse waarop die konsultant met die proses gehandel het en as gevolg daarvan ‘n regsgeding in die Hooggeregshof van stapel gestuur.

 Die Munisipale Raad van TWK het sodanige hofgeding geoponeer en gevolglik het beide partye ooreengekom om die geskilpunte d.m.v. ‘n mediasie proses op te los.

 Mediasie verrigtinge het vir twee dae op 26 en 27 September 2007 en wel in Houw Hoek plaasgevind wat tot ‘n ooreenkoms uitgeloop het. Voormelde ooreenkoms wat nog aan die Munisipale Raad voorgelê en onderteken moet word, bepaal onder andere die volgende:

 a)     Die Transformasie Komitee onttrek hul aansoek in die Hooggeregshof onder saak nommer 926/07,

b)     dat die ooreenkoms ‘n hofbevel gemaak word en;

c)      daar ‘n moratorium geplaas word op die verkope van trustgrond.

 In terme van die ooreenkoms het die partye ook vir hulself die volgende gemeenskaplike doelwit daargestel:

 * Om ‘n deelnemende, positiewe proses daar te stel wat deur al die partye aanvaar word wat lei tot suksesvolle oordrag van die trustgrond aan die inwoners (soos bepaal deur Wet 94 van 1998) van die groter Genadendal om sodoende die erfernis te bewaar.”

 Ten einde voormelde gemeenskaplike doelwit te bereik, het die partye ook ‘n evaluerings komitee bestaande uit ‘n verteenwoordiger van TWK, Departement van Grondsake en die Genadendal Transformasie Komitee saamgestel. Genoemde komitee se eerste vergadering het reeds op Vrydag, 12 Oktober 2007 plaasgevind.”

 GENADENDAL Rioolsuiweringsaanleg.

Die suiweringsaangleg by Genadendal is voltooi en ontvang reeds rioolvloei uit die dorp. Die finale uitvloeisel wat in die Riviersonderend stelsel gelaat word sal dus voortaan aan die standaarde voldoen wat deur Waterwese neergelê word.

GREYTON

Verskeie projekte is aangepak om die vloedskade van 2006 te herstel en ook te verseker dat eiendom en infrastruktuur nie so blootgestel is aan toekomstige vloedskade nie

TWK Municipality hands over Bigger, Quality Houses to 21 Beneficiaries in Grabouw

 The 10^th October 2007 will always be a memorable day for the TWK Municipality and the 21 recipients of the first 40m2 houses built by the municipality from the government subsidy.

 The community from the Rooidakke Informal Settlement in Grabouw is the first to benefit from the Municipality’s commitment to build a bigger, better quality government subsidized house for its poorer residents who cannot afford financing their own homes.

The houses in previous developments ranged from between 27m2 to 36m2 in size with hardly any consideration for the privacy of its occupants.

 The cost of the new houses in Rooidakke is about R53 000,00 each and includes 2 bedrooms, living / kitchen area, front and backdoor, bath and hand-basin in bathroom and a pre-paid electricity dispenser. The construction of the houses has been carefully monitored by the Municipality to ensure a quality finished product.

 In a festive handing over ceremony the Executive Mayor and members of his executive together with the Ward Councilor, handed the key to Anthenia Maseti,the first recipient of the new homes.

 Construction on the remainder of the 95 houses planned by the Municipality is progressing smoothly and all will be ready for occupation before Christmas this year.

 An appeal is made to the beneficiaries in other towns to be patient because the Municipality wants to provide the same quality houses to them as well.

 GRABOUW – OPGRADERING VAN GROOTMAATDIENSTE

Daar word ook fluks gevorder met die Eerste Fase van die Opgradering van die Waternetwerk in Grabouw. Hierdie opgradering sal baie help om te verseker dat die water teen die regte druk aan die dorp gelewer kan word en ter selfdertyd verdere ontwikkeling in hierdie dorp toelaat. Opgradering van die Rioolnetwerk begin ook eersdaags. Kontrakte is ook reeds gesluit met Raadgewende Ingenieurs om die opgradering van die Rioolwerke asook die Watersuiweringswerke op Grabouw te beplan.

Grabouw Administration Office

 Safety of staff and the Council assets is always at risk so we have decided to do something about it. Access control and surveillance Cameras will be installed in the offices during the second quarter of this financial year as a Quick win project.

 Beautification of the Town – Quick Wins

 We have started with our beautification program in the Old Cape road with taxi and Bus bays on the side of the road.  Within the first month of the New Year we will start renovating the side walks replacing it with paving from the Grabouw/Elgin Bridge up to the Police station.

 Cleaning Program in Informal Settlement Areas – Quick Wins

 The Informal settlements was always very difficult to keep clean and people complain about it al the time. We have now embarked on a program to keep Informal Settlements clean and employed 28 casuals which will keep the Informal areas clean every day. They will also create keep clean awareness by the locals not to throw their rubbish in the street or open spaces but to put it in a bag which will be collected.

 HAN Students/UWC/CPUT/ TWK Partnerships

The sport students are active in the Communities of Rooidakke, Maxonia School and Molteno Brothers Farm with sport activities such as soccer and self defense classes for women. We are busy making a small soccer field on the Play Park for the Rooidakke kids and hope to have a mini soccer tournament before the students leave. The tournament was successful and the kids really enjoy themselves. (HAN students preparing for the Soccer Tournament for kids 8 - 20 years, in Rooidakke – 20^th October 2007)

Food Garden/Soup Kitchen Project

The nutrition students are involved in the Soup kitchen with 17 distribution points and to supply these kitchens with veggies, we started a food garden on land which was sponsored by MTO. The Municipality, Grabouw office, Universities of UWC/HAN and CPUT are in partnership with ELF and MTO in this initiative. Most of the funding comes from HAN [Hogeschool van Arnhem en Nijmegen in Holland], the land was sponsored by MTO and TWK sponsored the casuals that will do the work for now. We looking forward to start with organic farming in the New Year and become suppliers of veggies to the locals at an affordable price but also the big retailers such as Woolworths and alike. The Social Services students are busy setting up the community for a crèche at Rooidakke which will form part of the bigger plan for Rooidakke in terms of the Grabouw Sustainable Development Plan.

 
Site View Crèche

 The crèche has been fenced to secure the building and the safety of the children. We will also make the facility friendly to the differently able people, which will not be completed during this financial year due to budget constrains, but at least put in a ramp.

 Law Enforcement – By laws

 Before the festive season we are going to have an operation “Crack Down” on formal business people in the centre of town who do not comply with By-laws and Building regulations. We also are going to address the informal business sector to check for written approvals to caring on business of Council property. The informal Pedlars /Hawkers should renew their permits/approvals to avoid prosecution and or action in terms of the Municipal By-laws.

 Traffic Services

 The Traffic Services will run a festive season program which will be in line with the Corporate Traffic Services.

 Other Services

 It has come to our attention that most of the private flats do not pay for services such as refuse removal and sewerage on the more than one household basis. They have paid as if they are one household whilst we remove/supply services for more than one household, this has now been rectified.

RIVIERSONDEREND: OORSIG – 2007

     Behuising

Die behuisinsprojek wat bestaan uit 295 eenhede is goed op dreef met meer as 50% van die huise wat alreeds aan hul regmatige eienaars oorhandig is.

    Stormwater

Dit is een van die fokus area in Riviersonderend wat gedurende swaar neerslae groot probleme veroorsaak, veral in Begoniastraat. Hierdie probleem is aangespreek,met die bou van mangate en die opgradering van die stormwaterpype.

      Toerisme

Die dorp is omring met natuurskoon en beskik oor ‘n wandelpad. Die Kleinberg wandelpad is ongeveer 7 km lank en is geleë op die historiese plaas Tygerhoek. Riviersonderend is ook die tuiste van die bekende Kraanvoël Die dorp en die omliggende plase is bekend vir toerisme besienswaardighede. Om die rede is die Toerisme Vereniging weer op die been gebring. Individue wat belangstel om aan te sluit by die vereniging is baie welkom.

     Boomplantweek

Een van die hoogtepunt vir Riviersonderend was Boomplantweek in September. Die Wildepruimboom is aanvaar as die ”Boom van Riviersonderend”. Gedurende Boomplant Week is 500 van die bome deur die gemeenskap van Riviersonderend aangeplant.

    Kapasiteitsbou

Om beter dienslewering te verskaf, is meer personeellede aangestel. Gereelde Opleidingsessies word verskaf om personeel beter te bekwaam vir hul dagtake.Ook die biblioteke se personeeltekort is aangespreek met die aanstelling van ‘n biblioteekhulp vir beide biblioteke op die dorp. Daar is ook reeds begroot vir die aankoop van drie voertuie.

     Wetstoepassing

Wettelose gedrag word tans sterk aangespreek . ‘n Groot verandering is sigbaar sedert die aanstelling van die Wetstoepassingsbeampte.

     Town beautification

Every ward in TWK was allocated the amount of R250 000 for the purpose of town beautification. Several projects are currently underway to enhance the beauty of the town, such as the upgrading of Edith Park and the erection of a welcome wall and garden at the old Mina Moo building. The hiking trail at Kleinberg would also be restored. The play park in Oostergloed had been upgraded, as well as the RSE library park. Upgrading of the sports field and Score multipurpose field will be completed soon. The municipal buildings were painted and several restorations were made to accommodate newly appointed staff.

      Refuse dumping site

The refuse dumping site is currently being restored, after which a fence would be erected. This project should be completed by the end of 2007.

      Aids Awareness Weekend

The Aids pandemic  is causing havoc in our communities .RSE had an Aids Awareness Weekend from Friday 30 November -Sunday 2 December. The theme for the weekend : RSE United Against Aids. The program kicked off on Friday evening with a Drama and Talent show by the youth. The program for Saturday focused on a parade through the streets with drummies performing and red ribbon distribution. The weekend programme ended with a combined church service on the Sports ground for all denominations.
