Description

The most eligible candidate must be in possession of a Senior Certificate together with a relevant Higher Certificate (NQF5) with 2 to 3 years administrative experience with the emphasis on report writing, compilation of agendas and minute taking (proof of the aforementioned must be attached to the application form). Applicants must be computer literate. The ability to type 30 words per minute will serve as an advantage. Good communication skills on all levels and must be able to work independently. A valid Code B driver’s license. Must be able to communicate effectively in at least two (2) of the three (3) official languages in the Western Cape, namely English, Afrikaans and Xhosa.

DEPUTY DIRECTOR: DEVELOPMENT AND COMMUNITY SERVICES

Salary: Post level T17 – Between R580 056.00 p.a. and R752 928.00 p.a. plus a travel allowance of R10219.76 per month under certain conditions.

Description

The most eligible candidate must be in possession of a Degree with 5 years managerial experience or Diploma in Development Planning/Studies and or Public Administration or relevant qualification with 5 years relevant experience in a senior managerial role. Must have solid strategic, project management and performance management abilities. Must be able to offer strong service delivery orientation and communication skills, is creative in developing successful strategies, policies and solutions. Must be computer literate and in possession of a valid Code B driver’s license. The most eligible candidate must comply with the Municipal Minimum Competency Regulations for municipalities as is provided for in Regulation 493 dated 15 June 2007 within 18 months of being appointed if he/she does not comply on date of appointment.

DIRECTOR: DEVELOPMENT AND COMMUNITY SERVICES

Description

KEY RESPONSIBILITIES: Provide strategic guidance for the Directorate. Manage the drafting, implementation, monitoring of the Directorates IDP, Budget, SDBIP, Risk register etc. and reporting to management, council and its committees. Control capital projects and contract administration. Accountable for managing the following sub-directorates/departments according to relevant legislation, policies, SOP’S, By-laws etc.: Community Services (which includes – Town Administration, Public Safety, Informal Settlement Management, Fleet and Disaster Management); Corporate Services (which includes – HR, ICT,  dministration, Legal Services) and Community Development (which includes Sport & Culture, Stakeholder Relations, Libraries and LED).
Ensure the implementation of IDP strategic objectives, budget and SDBIP of the departments and the Municipality. Ensure legal compliance in terms of Occupational Health and Safety Act and other relevant legislations. Project-manage Labour Intensive Projects in line with the Extended Public Works Programme (EPWP) framework and reporting requirements.


KEY COMPETENCIES: In line with Local Government Regulations on Appointment and Conditions of Employment of Senior Managers of January 2014, Government Gazette 37245. Must have capacity to provide strategic direction and leadership, People management, Programme and project management, Financial management, Change and governance leadership, Moral competence, Planning and organizing, Analysis and innovation, Knowledge and
information management, Communication, Results and quality focus. 

KNOWLEDGE: Good Knowledge and understanding of relevant policy and legislation; Good knowledge and understanding of institutional governance  ystems and performance management; Must have extensive knowledge of the public office environment; Good knowledge of supply chain management  egulations and the Preferential Procurement Policy Framework Act, 2000 (Act No 5 of 2000) and Must be able to formulate engineering master planning, project management and implementation. Good facilitation and communication skills in at least two of the three official languages of the Western Cape; *  valid driver’s license and NO criminal record.

DIRECTOR: TECHNICAL SERVICES AND PLANNING

Description

In order to meet the needs of the Theewaterskloof Municipality, the successful applicant will conform to the following:
* At least a B.Tech Degree or a relevant technical qualification registered on the National Qualifications Framework at a NQF level 7 with a minimum of 360 credits * 5 years’ experience at senior management level 3 – 4 years must have been attained at professional / management engineering environment. Compliance with Minimum Competency Regulations for Senior Managers of municipalities as is provided for in Regulation 493 dated 15 June 2007 within 18 months of being appointed. Competency as required in terms of the General Machinery Regulations, 1988 and Registration with a recognized relevant Engineering professional body will be an added advantage.

The most eligible candidate must be in possession of a Grade 10 certificate (proof must be attached). Applicants must have 2 years relevant experience and competency in the operation of road maintenance machines and trucks with the emphasis on utilizing a maintenance grader, experience as supervisor, with a valid Code EC driver’s license with a valid PRDP. Applicants must have supervisory skills with good human relations. Applicants must also be in possession of a Final Road Level Operator Certificate (proof must be attached).

PROJECT MANAGER: INFORMAL SETTLEMENTS / CO-ORDINATION AND FACILITATION [TEMPORARY POSITION]

Description

The most eligible candidate must be in possession of a National Diploma with project management experience OR a Senior Certificate with at least three (3) years project management experience. Requirements and Competencies: Grade 12 PLUS a Diploma in Security Management (PSIRA Registered – Grade A) and/or a National Diploma in Policing and/or a Diploma in Traffic Management * a valid Code EB Driving License * Computer literate * at least 3 to 5 years relevant experience in Law Enforcement (preferably in Local Government).
