Council adopted the way forward , which required the Municipality to increase its capacity in order to plan, drive, facilitate, support, administer and monitor the Development of the Theewaterskloof Municipality and all of its communities.

It was recognised that insufficient developmental focus existed within the organisation. It has therefore Been recommended that the Department of Community Services be converted to the Directorate Development.

The newly established Directorate took on the responsibility for planning, performance, project management, and economic development as well as the provision of emergency services.

Intergovernmental and stakeholder relations have become increasingly critical to the Directorates area's Of performance.

To ensure sustainable development dedicated capacitated managerial structure needed to be established.

Functions includes: Annual Report; Performance Management; Poverty Alleviation; Special Corporate Projects and Project Management Support; Sport; Youth/Gender/Disability.
