NOTICE: Water Restrictions from 1 November 2016

NOTICE TO ALL CONSUMERS OF MUNICIPAL DRINKING WATER: WATER RESTRICTIONS FROM 1 NOVEMBER 2016.

In accordance with notice, 1057, of the Director-General of the National Department of Water and Sanitation, in the Government Gazette, 40279, off 16 September 2016; and in accordance with Schedule 3 of the National Water Act, No 36 van 1998, water restrictions shall apply with immediate effect within the Western Cape Water Supply System until further notice.   

In accordance with the notice, 1057; and in terms of the Drought Management Policy of Theewaterskloof Municipality and the municipal By-law regarding water provision, sanitation and industrial flow, the municipality of Theewaterskloof gives notice that level 2 water restrictions will be implemented in the boundaries of Theewaterskloof with effect from 1 November 2016.  

These restrictions are required as a result of the low levels of water in dams that provides water to these towns as well as to ensure the 20% water savings.

Any person that breaches the measures of this final notice will be guilty of an offence and could be prosecuted. Offences can be reported at 028 214 3319.  

 

Water restriction measures

  1. The washing of vehicles with a garden hose, except by a commercial enterprise whose business it is to wash cars, is prohibited.
  2. The filling of swimming pools is prohibited.
  3. Where water from a registered borehole or reservoir is used, the appropriate notice shall be clearly displayed on the premises with the registration number of the said borehole, e.g. “OWN WATER: BOREHOLE, REGISTRATION NUMBER 12345”.
  4. Written applications for exemptions are to be submitted to the Department: Technical Services for approval.
  5. “Emergency tariffs, as published in the annual tariffs list, will be implemented from 1 November 2016.”
  6. Each household shall be limited to 15kl/month.
  7. Other users, businesses and the entertainment industries will be limited to 85% of the average consumption calculated over a period of 6 months; i.e. saving of 15%.  
  8. Industries shall reduce consumption by 10% of the average use over the previous 6 months.
  9. Flow reducing devices shall be installed where the above limits are exceeded. Except for a registered indigent household, the offender will be charged for the cost of the installation.
  10. Gardens may be watered using only watering cans or buckets, any time of the day, properties with registered boreholes, complying with point 3 above are exempted from this measure.
  11. Any person who contravenes these restrictions is guilty of on offence and is, upon conviction, liable to a fine as published in the annual tariffs list, or six months imprisonment.
  12. Secondary offenders will be liable to an additional fine as published in the annual tariffs list.
  13. The municipality will increase the monitoring of water consumption.

KENNISGEWING AAN ALLE VERBRUIKERS VAN MUNISIPALE DRINKWATER: WATERBEPERKINGS VAN TOEPASSING VAN 1 NOVEMBER 2016. 

Ingevolge ‘n kennisgewing, no 1057, van die Direkteur-Generaal van die Nasionale Department van Water en Sanitasie, in die Staatskoerant, 40279, van 16 September 2016, word, in terme van Skedule 3 van Nasionale Waterwet No 36 van 1998, waterbeperking in die gebied van die Wes-Kaap se Watervoorsieningsisteem, ingestel.    

Ingevolge die afkondiging gee die Munisipaliteit van Theewaterskloof, ingevolge die Beleid op Droogtebestuur en die Verordening rakende Watervoorsiening, Sanitasiedienste en Nywerheidsuitvloeisel, kennis dat vlak 2 waterbeperkings vanaf 1 November 2016, tot verdere kennisgewing, binne die grense van Theewaterskloof geld. 

Hierdie waterbeperkings is noodsaaklik weens die lae vlak van opgaardamme wat water aan hierdie dorpe verskaf asook om die 20% besparing te bereik.

Enige persoon wat die bepalings van hierdie finale kennisgewing oortree, sal aan ‘n oortreding skuldig wees en mag vervolg word.. Oortredings kan by die nommer 028 214 3319 aangemeld word. 

 

Waterbeperkings Maatreëls

  1. Met die uitsondering van besighede wat vir kommersiële doelwitte motors was, is die gebruik van ‘n waterslang, vir die was van motors, verbode. 
  2. Die vul van swembaddens is verbode. 
  3. As eie water uit ‘n geregistreerde boorgat of reservoir gebruik word, moet ‘n sigbare kennisgewing op die terrein geplaas word en moet die boorgat se registrasienommer op die kennisgewing aangebring word – as voorbeeld “Eie water: Boorgat: Registrasienommer 12345”. 
  4. Aansoeke vir kwytskelding van die bepalinge moet vir oorweging by Direktoraat: Tegniese Dienste versoek word. 
  5. Waterbeperkingstariewe, soos wat gepubliseer is in die Theewaterskloof Munisipaliteit se jaarlikse tarieflys sal vanaf 1 November 2016 implementeer word:
  6. Alle huishoudings sal beperk word tot 15kl/maand. 
  7. Ander gebruikers, besighede en vermaaklikheidsentiteite sal beperk word tot 85% van die gemiddelde gebruik oor ‘n periode van 6 maande, besparing van 15%.  
  8. Industrieë se watergebruik moet met 10% verminder van die gemiddelde gebruik oor ‘n termyn van 6 maande.  
  9. Indien vermelde limiete oorskry word sal apparate geïnstalleer word wat watervloei beperk. Met die uitsondering van geregistreerde deernishuishoudings sal die koste vir die implimentering van die apparaat deur die oortreder betaal word. 
  10. Tuine mag enige tyd van die dag net met gieters of emmers nat gemaak word. Eiendomme met geregistreerde boorgate, wat voldoen aan die vereiste in punt 3 hierbo, word van die bepalings kwytgeskeld. 
  11. Persone wat die beperkings oorskry is skuldig aan ‘n oortreding en mag met skuldigbevinding ‘n boete, soos bepaal deur die hof opgelê word. 
  12. Herhaalde oortredings mag tot addisionele boetes lei. 
  13. Die owerheid sal watergebruik streng moniteer.
