OPERATIONS
Overview Access to basic
services has considerable influence in changing the standards of living and
quality of life of people living with the municipal area. The Directorate
Operational Services is responsible for the delivery of Bulk services Such as
Water, Sewage purification, Roads and Storm Water, Refuse Removal and
Electricity, within the municipal jurisdiction. The Municipality is
divided into five service districts each with its own civil service
department, namely: Grabouw Greyton,
Genadendal, Voorstekraal and Bereaville Caledon,
Botrivier, Tesslaarsdal Riviersonderend Villiersdorp Additional duties
that fall within the Directorate Operational Services are: Maintenance
of Municipal Land and Buildings. Parks
and terrains Cemeteries Fleet
Management Nature
Reserves Sports
Grounds Capital
Budget
WASTE
MANAGEMENT (SOLID WASTE) Waste
Management manages approved waste Sites and transferring stations both
departmental Wasteremoval / collection and a waste removal Contractor
appointed for the cleaning of road reserves and most public open places. There
are two transferring stations in the Municipal jurisdictional with 3 approved
waste sites. These
services extend to include the four service districts which resides within
the jurisdiction of the Theewaterkloof municipality. The
municipality’s mandate involves collection, transferring and dumping of all
solid waste and the general cleaning of Towns. Strategic

Activity Theewaterskloof
Municipality provides sewerage collection systems, comprising water borne
sewer networks, bucket
removal system and vacuum Tanker service where necessary, and treats the
Collected effluent at 7 sewage treatment plants. Further services include the provision and
Maintenance of communal toilets in informal areas. This service is headed by
the Chief: Sanitation, with a personnel component of ± 84 trained and
operational staff. The municipality is
responsible to deliver a service to all, which is effective, affordable and
sustainable within legal and budgetary constraints in terms of Schedule, 4B
of the Constitution: “Water and Sanitation Services limited to…and domestic
waste water and sewage disposal systems. All Waste Water
Treatment Plants, in the WCO31 area, are operated under the specific conditions in the Water Act
(Act 36 of 1998, Government Notice No 1191) in accordance with the Permit requirements of
Department of water Affairs and Forestry. Strategic Objectives
TRANSPORT
(ROADS) Activities Theewaterkloof
Municipality is responsible for the Roads and Storm Water reticulation within
the Towns of the WC031 established municipal area. The Roads and Storm Water
Division functions as a division on its own and headed by the Town Managers
of the different Towns. The Municipality has a mandate from Government to perform
all relevant services regarding roads and Storm water in those areas included
within the boundaries of the WC031 area in terms of Schedule 4B and 5B, i.e.
‘Municipal Public Transport, Storm water Management Systems in built-up
areas; Municipal Roads’. Apart from
various National and Provincial Legislation and white and Green Papers this
division is also responsible to
execute all Council resolutions, policies and delegated powers by
council. Roads outside the
town area are still the Responsibility of the District Council. Strategic

(WATER
DISTRIBUTION) Activity The Theewaterkloof
Municipality is responsible for the distribution of potable water within the
municipal area. The personnel
consist of a 4 Assistant Managers, Senior Technician, 1 Superintendents, and
34 blue collar workers. The Water Section
can be divided into 2 sections, namely: (a)
Water Purification and (b)
Bulk and Distribution network. Theewaterskloof
Municipality is responsible for supplying potable water in accordance with
(SABS 241) to the
residents within its jurisdiction. In terms of Schedule 4B of the
Constitution: “Water and Sanitation Services
are limited to potable water supply systems”. Strategic

ELECTRICITY
(DISTRIBUTION) Activity The quality of
Electricity supply impacts the economic growth of the municipality. Moreover,
the constant supply of
electricity is a necessary tool to improve the socio economic conditions of
Households and communities. Theewaterskloof
Municipality is responsible for the distribution and reticulation of
electrical energy to all its consumers in a cost effective and safe manner.
This service extends to include Caledon, Villiersdorp, Greyton and
Riviersonderend, but do not take into account Grabouw,Genadendal,Botriver
and Tesselaarsdal, which resides
within the jurisdiction of Eskom government. The municipality has a mandate
to distribute electricity subject to license conditions set by NERSA. Strategic

ELECTRICITY (STREET
LIGHTING) Activity The Management of
all installations and maintenance of street lights for the municipal area
except for Grabouw and Botrivier, forms part of Directorate Operational
Services Key Performance areas. Grabouw and Botrivier is serviced through
Eskom. Strategic
